The next municipal election will take place on November 5, 2017. The positions of mayor and the six municipal councillors will be filled for a new four-year term. This section contains information about the conduct of municipal élections.
September 22, 2017: First day to submit nomination papers and the start of the election period
October 6, 2017: Last day to submit nomination papers before the 4:30 PM deadline and the proclamation of candidates elected by acclamation
- October 17, 2017: 7:00–10:00 PM
- October 18, 2017: 2:30–5:30 PM and 7:00–10:00 PM
- October 19, 2017: 10:00 AM–1:00 PM
October 29, 2017: Advance polling day, 12:00–8:00 PM
November 5, 2017: Election day, 10:00 AM–8:00 PM
November 10, 2017: Proclamation of elected candidates
You must be a qualified elector to exercise your right to vote or to propose a person to be entered on the list of electors.
To qualify as an elector, a person must meet the following conditions:
- Be 18 years old on polling day; and
- As of September 1, 2017, be a Canadian citizen, not subject to curatorship, nor convicted of an offence that constitutes a corrupt electoral practice.
And, on the same date, one of the following two conditions must be met:
- Be domiciled on the territory of the City of Notre-Dame-de-l’Île-Perrot and, for at least six months, in Québec.
- Be, for at least 12 months, a property owner or an occupant of a business establishment located on the territory of the City of Notre-Dame-de-l’Île-Perrot.
A property owner or an occupant of a business establishment for at least 12 months as of September 1, 2017, may exercise his/her right to vote, even if not domiciled in Notre-Dame-de-l’Île-Perrot. In order to be added to the list of electors, you simply have to submit a written application form (Form 9.2) to the City of Notre-Dame-de-l’Île-Perrot by October 1, 2017. A personalized notice will be sent by mail to each property owner not domiciled and not already registered.
The co-owners of a building or the co-occupants of a business establishment must designate between themselves the person to be entered on the list of electors by means of a power of attorney. To add the person’s name to the list of electors, a written power of attorney (Form 9.1) must be submitted to the City of Notre-Dame-de-l’Île-Perrot by October 1, 2017.
In both cases, the application form and the power of attorney form can be obtained from the office of the Returning Officer located at 21, rue de l’Église.
The nomination period begins on September 22, 2017 and ends on October 6.
To be eligible as a candidate, the following conditions must be met:
- Be a Canadian citizen of full age on Election Day and be entitled to be entered on the list of electors.
- Be a resident, continuously or not, of the territory of the City of Notre-Dame-de-l’Île-Perrot since September 1, 2016.
It is the responsibility of any person wishing to become a candidate to ensure that he/ she meets all the conditions set out in the Act respecting elections and referendums in municipalities (RLRQ, s. E-2-2) and not be ineligible within the meaning of sections 62 to 67 of that Act.

Section 395 of the Act provides that any independent candidate or political party must obtain authorization from the Chief Electoral Officer (DGEQ) before soliciting or collecting contributions and incurring expenses or contracting loans.
Independent candidates may now also apply for authorization to the City’s Returning Officer, Me. Jean St-Antoine. All parties must submit a request for authorization directly to the Chief Electoral Officer.

These websites contain information on requirements for candidates, authorization procedures for independent candidates and political parties, financing and election expenses, as well as information on the list of electors, elector status and the right to vote.
The Act provides that the City Clerk shall act as Returning Officer, who shall be responsible for organizing the entire electoral process for the territory of the City. He/she may only refuse to act as such only with the approval of the Commission municipale du Québec. The Returning Officer shall appoint a person to act as Secretary of Election. This person serves as assistant, or replacement if necessary.
The Act also provides that the City Treasurer shall be responsible for the administration of Part XIII of the Act (financing and election expenses), under the authority of DGEQ.
The Returning Officer and the Treasurer act impartially and without bias and are totally independent of Municipal Council and City Hall.
